Local Communities in the Context of Co-production of Public Goods: Regional Cases

Abstract

The study is devoted to identifying the regional features of the process of public goods production, in which territorial public self-government (TPSG) participates together with the state. The study area includes three regions: the Irkutsk Region, the Novosibirsk Region, and the Republic of Khakassia. The empirical base of the study consists of 1,140 grant projects implemented by TPSs in these regions between 2018 and 2024.

The study provides a description of the institutional conditions under which TPSG produce public goods in each region. The analysis of the content of the produced goods is carried out. It is shown that the differences in the institutional support of the existing TPSG are accompanied by differences in the volume of public goods produced by the TPSG, as well as certain differences in the content of the activities of the TPSG supported by grant financing.

It is concluded that common trends are unfolding in all regions: the prevalence of activities related to the improvement of territories; the presence of a pronounced effect of "increasing beneficiaries"; and a significant volume of projects related to the preservation of historical and cultural heritage and patriotic education.
